Why would you start overstating SPL position? - honestly the worry here is the deal they do , who the partners is and at what stage they execute and if it gives them funding.
It will take considerable time to absorb what the FDA has indicated and then to develop trial design suitable and what studies they need to do to even get to that stage or ones they do not need to do as data from other studies is acceptable to FDA.
Do it too early and leave too much on the table . Do it too late and take all the risk if it fails . Pick the wrong partner
