The possibility of this CR not being available to retails investors is something I had seen as a possibility. It comes with pros and cons. The two big benefits are that instos are less likely to immediately dump onto the market meaning the share price is likely to go up rather than down after the CR is complete, and the company avoids the expenses involved in carrying out a retail CR. The downside is that retail investors can get in a huff over not being included (which of course is a tradeoff against them being in a huff about the essentially inevitable event of the price going down, usually below the issue price).
I won't lose sleep over it either way, but if it is available to retail I'll make some quick money from it. If not, I'll enjoy watching my holdings increase in price.
The wording of your link does seem to suggest it won't be available to retail, which wasn't my guess when I read the announcement this morning.
