The only deception I can see is SPARK asking NAG and others to tender on storing PASS for the last 4 years
I don't think it is obvious that MT knew NAG would not get PASS otherwise he would not have wasted his time,money and effort tendering on it multiple times as requested by SPARK
What is deception is classifying PASS as soil at the 11th hour
