I think it's great news.
I'd imagine that XEPT wouldn't want to pay for ANQ's design consultation if there isn't already a project or two they've either won or are bidding for. And that project/s need ANQ's technology.
I think it's safe to assume that the debt/equity transaction will be seen through, just a matter of getting the paperwork done. So while they wait for the approval, projects and tender needing ANQ's tech are going ahead. This give ANQ some revenue and further platform to demonstrate their tech.
If for some reason the transaction got canned come July, we've got ourselves a foothold into China/Asia. Big brother MND can then go ahead with us into the continent with or without XEPT as the majority shareholder.
