If suspension is the "tool" or "process" for responsibly managing disclosures and preventing " a disorderly or uninformed market", doesn't it then become a matter of if ISX disclosed the termination not when (as long as it's disclosed while the stock is suspended), since there's a general assumption that trades will not occur while the stock is suspended (even if some OMTs do occur)?
