You may be right - but I am a little skeptical as the company did not announce it on their website. It is possible that the news was picked up by the Korean press from any number of English-language news agencies.
Again, don't under-estimate the intent and purpose of the conditions precedent. They are high hurdles and it would be well understood by SKI's stakeholders that any 'long term agreement' was totally conditional on these being met.
