I think you are correct, the court decision guarantees a persons right to refuse the vaccination (or any medical treatment). I think that is a given anyway.
I dont think that covers the issue raised in the opening post.
Is there anything in the constitution that would prevent them implementing restrictions on those who "choose" not to be vaccinated?
