Mining and agriculture are essential industries, as well as transportation. Although we're not mining coal which produces electricity, I think mines anywhere will continue to remain operational. After all, the safest place to be during an outbreak like this is in a remote location with minimal contact to other people. Such restrictions would likely only be placed in large cities where the transmission rate is high.
