I think you could argue US stores were stocking up on the first major order. After multiple repeat orders it’s pretty clear the units are selling well IMO.
you can’t use them without the plan but you are right without visibility of the plan usage it’s perfectly possible some people use them for a 4 week trip then put the plan on dormant for the rest of the year rather than others who will need to keep it active
