It is beneficial to purchase shares after a correction has ended, however at the time knowing this has occurred is not as clear cut as it sounds.
As far as forecasting where the market goes, that is a topic too complicated to answer here really and everyone will have their own answers. But you should plan (where possible) for any eventuality.
