I expect the big players with a lot of cash to spend (eg. Biogen) would be more interested in a takeover as opposed to a partnership. Why only buy a slice of the pie when you can buy and eat the entire thing? (especially when it is as cheap as NEU!)
The nature of the deal so far ($1m premium paid on shares, essentially in exchange for 90 days exclusivity) sounds more like something a smaller player would structure. If Biogen wanted to buy NEU they would have done their DD and made a clean offer.
I'm happy to be wrong, but I don't expect Biogen is the Partner NEU are in discussions with.
