There is blackouts and then there is blackouts . I think shareholders need to open their eyes and understand that some ASX companies have their standard / default as a blackout and require all purchases and sales to be approved within the company etc etc. This prevents a whole layer of compliance getting complicated so a blanket ban is easier to administer etc. That said any employee or consultant or anyone bound by contract can always ask and depending on reason execute purchase or sale. Many ASX companies also require all sale and purchase to only happen via 1 or 2 brokers to keep it simple. There are ways on register to highlight various holdings and watch them by company sec and compliance .

In other cases the key reason for a long blackout is due to pending or ongoing legal cases as often in discovery and due diligence information is forthcoming at levels within the company and to externals that normally wouldn't be available to so many parties. WE know how much SPL likes a legal stouch .
Other causes like , negotiations , a conditional offer pending , a trigger not met also can create a long period. It stupidly doesn't have to be announced via ASX until actually executed or forced by another reason like disclosure should they wish to raise capital or infact if it defaults will never be announced under continuous disclosure .

So it may be nothing special at all and 2c assumptions are just that .

Asking the correct questions of management is often critical in gaining clear answers but some holders choose not to IMIO.
