Sounds like a fantasy figure confected to serve a political purpose with no correlation to reality or even to the two concepts.
One side is about lowering quantified fuel emissions while the claimed benefit is all about massive fuel cost savings through using less fuel or a markedly different and much cheaper, fuel.
