    There is a complete difference between laws prohibiting criminal behaviour and regulations which try to shape supply and demand of goods.
    Market regulation doesn't work. It didn't work in socialist countries who tried it for years. Government regulation is never as effective as people spending their own money on what they want. Public servants don't make good choices for other people.

    In this case the government is trying to influence the market to make lower fuel consumption vehicles cheaper at the expense of making higher consuming vehicles more expensive. Individual consumers are best placed to trade off what they want against the expense of fuel. A country driver may be have a good reason to prefer a Landcruiser over a smaller car. Someone may prefer a Dodge Ram because it's their dream. The government should keep out of market interference.

    Suppliers supply what consumers demand.
