I think you may finally be bringing in some analysis that might be useful to think about in the context of risk and ultimately share price. The approach they are aiming, imho, is to acquire a slot whilst building their own plant to IF standard under CNCA.

The thing going for BUB is that management are aware of the risks but doesn't help being in between a rock and a hard place with CFDA slots. The thing is if you have a plant with CFDA slots the demand for them is huge so they hold all the power in negotiations and pricing.

With the risks come rewards but in light of recent ASX events, be aware of the risks such that you don't end up being blindsided. Invest knowing the risk is all I can say.
