Sounds like BUB is in a predicament. And since Nulac doesnt own an IF CNCA plant or even a plant to begin with BUB will have to acquire one or buy % in one.
If they want to avoid CR, perhaps BUB can partner with one and entice them with BUB's share at a discount. That would be the quickest way for BUB to gain access to a CNCA certified plant to apply IF CFDA on their behalf.
