I don't think this is penalising. First of all 10% is really to expensive for a credit card surcharge. Most business only charge less than 2 percent. If you didn't have cash then you really have no choice but use credit card. How would you feel if you ate in a restaurant then they tell you that there is a 10% credit card surcharge. Last time I took a cab, I didn't have cash on me and was shocked to find out the driver was adding 10%. This is about doing the right thing for consumers.
