Only if it enhances shareholder value, it is the only major player and as a means of onlocking the inherent value of it's current businesses..
Telstra will not participate in the proposed FTTP unless it will guarantee an equitable return on funds deployed to build the system..
If it does not particpate the network, as proposed by Conroy, is dead.. He can threaten Telstra with onerous regulation, that will only delay the building of any fibre network indefinately
The Government conceded with the FTTN proposal that there was no other player able to build a $15 billion network, they are not suddenly going to find one or more to contribute to the build of a $43+B network, that is fact and why Conroy openly welcomed dialogue with the new management..
