The policy didn't affect as many chinese as you would think, there were/are so many exceptions right now for those who would be the target BKL audience
a) afford the inflated baby formula price, and
b) afford to pursue the various exceptions.
Also, a lot of developed countries are having declining birthrates without a one-child policy. Will removing a policy that isn't doing much make a difference? Perhaps because of the sheer scale of population it might. I still think BKL has some legs, but it's only just appeared on my radar.
