Maybe LYP had an agreement with the previous government to release more coal which was going to be supplied for Coldry...then new government was formed and that agreement went out the window? So maybe LYP is now re-negotiating with the new government re coal allocation whilst ESI and Tincom are left in the dark awaiting outcome?
If this is the case, Tincom wont be funding the plant without guaranteed coal.
