Yes, that's correct. Essentially the AU TGA hasn't approved any skin santisers that do not have alcohol conc of a certain level. The exception being Zoono hospital grade surface sanitiser, which you had posted earlier and which can be used virtually anywhere (except on human skin!).

Hence hand wipes/santiser product versions of Zoono, Natshield (HCT) etc are labelled under cosmetic category (to fit within the legal approvals of what is deemed effective against Covid19). It doesn't mean these skin products don't work or that they have not been tested against feline coronavirus surrogates successfully.

I believe TGA ruling is deliberately following WHO guidelines (for Covid19 alcohol based sanitisers recipes) as this keeps the message simple across all the countries (incl AU/NZ region). There are a lot of products that could say they prevent Covid19....natural or otherwise ingredients..but from a global org or a national health body perspective, they want general public to be safe, buy sanitiser products easily without having to read all the lab results, feline this or surragate that literature..and know what is truth or PR spin.

And it makes policing consumer products easier under 'therapeutic' as well...less than X% alcohol = not deemed effective.
