    Technically you are correct M.Bags - GV has used 'finalize' a few times over that period in reference to BTAs.
    Can be open to interpretation though as unsure he has ever said 'we are now finalizing BTAs'.
    I read it more as - 'the plan is to' finalize BTAs asap as expressed in below ANNs, for eg:
