If RG ends his takeover offer this would be to admit defeat. If he wants 100% of PACT he will then have to wait 6 months then negotiate with Manipur and User123 and other large holders for the price of the new offer
The only reasons I could think for him ending the offer now is the price of a new offer in 2024 may be less for him to pay than the price of a new offer in 2025 at which time the company may be in a better position than it is now. Or else he simply abandons his takeover plan
