Legally not, morally yes. If there is a delay, then inform in a timely manner. People understand it, especially in the current situation. My best guess it will come and being finalised. Might be annoying / disappointing, but the result - hopefully - will justify the delay. Also it is better to be right than incorrect needing withdrawal and re-issue. I think the company so far delivered on their promises and think will do it again.
