I think Bill Gates view is a little extreme. I dont know what protocol is in Australia but in canada the tests are completed and you isolate until diagnosis is known. If it takes 2 weeks to get results you quarantine two weeks (actually happened to a friend of mine).
so yeah the tests are slow and cumbersome to the economy (people continually locking themselves away for days without actually needing to) but they arent pointless if people followed that protocol
