If you read the statement as a whole, it is clear that market demand is a limiting factor for production rates. Could it be that the LAMP was able to produce at a higher rate during Q2 but was limited due to market demand?
Is their any info available that supports your argument that the LAMP was unable to operate at higher rates during Q2 due to technical difficulties?
Clearly LAMP capacity is still 22Ktpa. That has not changed.
