keep in mind the quarterly meeting is a fall back minimum.
Also keep in mind some of these elders (minimum age 50) are quite elderly and come from a poor education background and purely know the land and their ways. I believe things are changing as those newer / younger elders are more tech savvy etc but still their education is of the land not permits, regulations and so forth.
it only highlights the possible, realistic reasons why things can be held up.
