As we can only guess what was said, I’m sure Bruce just didn’t make up time frames on his own, he would have ask the consultants and the epa to make a estimated time. A lot can and has changed. Though new procedures at the epa (that we tried to rush over then sent though the hoops of the new) and stated points above
