There is a major difference between being "open for business" and selling the business. Once a business is sold to foreign interests, the leverage available to direct the business due to national security concerns becomes far more problematic. Lynas can slowly switch its customer base as demand from western industry increases. Once you sell the business that flexibility is lost. Just look at the issues with gas supply for Australia.
