You're both right, but those are flow-on effect from a main source. Dow doesn't go down without bad news emanating from somewhere. Commodities don't go down without news either. It's news that China is looking to slow growth and hike interest to their banks, but what is surprising is the downward effect it has had in asian and australian markets
