FFS. The document even says Final Report in the title. It was written by PhD engineer from AECOM - one of the leading concrete engineering consultancies in the world. It is designed to be read by other engineers who use data to make evaluations. The costings and design are totally separate issues..

Maybe you should spend some time learning about how engineering works instead of continually making feeble attempts at 'outsmarting' others and looking like a complete fool in the process.
