i agree on trials comment, but one must admit that its no conspiracy that Australias beaurocratic response was wholly abysmal during and still in a time when what needs to occur is govt working with pharma, especially local pharma that was given funding recently, to get something over the line
trust me, if special legislation was required to urgently approve ministerial pay increases, it would be done post-haste
