SPL are able to appeal the decision from the FDA, but this appeal can only be lodged once having the initial meeting that we have been told about. From that, an advisory committee is put together, who will advise yes or no to approve - with a majority vote needed. However, the decision ultimately lies with the FDA, who can say yes or no for approval after taking the committees opinion into consideration.
