I don't think this will be retrospective, except for the bit about Centrelink pensioners with a smsf at 28/3 keeping their credit refunds. So, maybe year 19/20 the year to worry about. Will the senate pass it? Will they actually put it up? How much effect on prices of franked shares , now and after an election?
Who wins the next election?

It is conceivable that depending on election timing , 18/19 could come into play.
