Believe it or not this isnt an important question.. the real question is how much does it cost to strengthen concrete with Halloysite on a like for like basis. There are plenty of materials that can make concrete stronger and the best is CEMENT. Think of everything besides the cement in concrete as filler .. you want to use as little as possible cement to meet the target strength because it will make the m3 cost cheaper. the ideal concrete is 100% cement, the aggregate ( sand, rocks ect ) are only there to keep the volume the same ( ie 1 m3 )

Cost to performance ratio is the important factor, there is no doubt halloysite increases concrete strength but can it do it cheaper than cement or flyash ( just for example ) .... i don't think so.

Even if it was $500 t i doubt it could beat just using more cement or flyash on a cost per performance metric.
