Forward contracts are not the same as short contracts so I would be challenging whoever is statement - there are significant differences (the farmer cannot sell 100% of his crop now and get the proceeds today). The only commonality is there is a future agreed price in the future but this does not make a forward an example of a short or be used as an argument as to why shorts should exist.
