The main question is why AEM plant is idle?
The Orbit plant has been build to take a variety of feed stocks not kaolin.
There is a very good technical presentation from Aletch, which shows how they are planning to produce HPA from Kaolin, including flow sheet if anyone is interested here:

I don't hold any ATC but it looks like they are probably most advanced of all hopefuls.
