I am pretty sure the SA Govt are supportive and the disruption to the land is minimal given 50% (sand) will be tipped back in the hole. It is basically on marginal farming land....

The Final Investment Decision (FID) will be sometime after mine lease approval.

JM and team will be working on the engineering procurement and design and planning when to order the long lead time items. There is also the financing aspects to be considered and JM did say at one point in time there were financiers knocking on the door every week. I expect 100% of stage one production offtakes in place and likely most of stage 2 production as well. So I personally don't see it an issue for ADN to debt finance the the entire CAPEX to production. However it will play out, JM has the SHs best interest and will do what is right with the options he has available to him.
