25kg bagging lines can be fully automated. One unit of labour to simply replenish bags and pallets. Depending on throughput they may require multiple lines. As a ballpark assume 10T/hr packing rate per line. Either way, its more a matter of upfront capex rather than OPEX. Could be these lines will also be used for concrete additives bagging. Unless concrete requires smaller 2 or 5kg bags.
