it just means someone placed an order just big enough to sell to those 2 buyers - 1 share at a lower price

easy example

10000 buy at 0.10 15000 sell at 0.10 -> result is 10000 goes through at 0.10, 5000 remains at the ask of 0.10

now if I want to get in before you I can't unless I drop the price. UNLESS, there are shares remaining to execute your order as well. so I place an sell order of 9999 at 0.9c.

DUring auction it works out there is a cross of 10000 shares. First the fresh 9999 goes through along with 9999 of the buyers. then the last remaining 1 share buy goes to you. Now the entire parcel will be at the 0.10c price.

If that dude who came in last second, added one more share to his total, his price would have dropped. so thats the reason for leaving one share.

Its easy to do, many people do it. It as easy 10 years ago, but now with bots, everything is adjusted frequently in last few seconds.
