Not necessarily knowing they'd cap raise at 15c. But I think people are saying that the shorters knew of the potential for a cap raise to happen, such as knowing the likelyhood of raising capital through debt being low or a definitive "no".
Therefore making the decision to short from the prices at rebalance around 45c all the way down, and to keep it down as much as they could until that potential cap raise became a reality.
