You can often get into trouble trying to read between the lines, so to speak, but I think that's a fair assessment. I took from his comments there has also been some correspondence regarding conditions.
More importantly there was the comment that they were sitting on some BOA's: I'd be happy if they committed to one of them from outside China if possible, just to diversify the risk.
Plenty of other stuff to be positive about as well.
Also, I wouldn't be surprised if the DFS was accompanied by confirmation of a Credit Facility with a major bank. Just to stick it up our shorter friends.
