Those were not his exact words at the time , although very much quoted as saying this.
Importantly, probably because it served good purpose for ’confidence’ in the country and economic activity at the time, but I’m sure he very much regrets not taking ample opportunities to qualify how his remark was quoted afterwards.
Because he did not take opportunity to correct how his speech at the time was reported widely, it was as if he did imply this, yes.
