Errr no, the project couldn't have been up and running along time ago
Just because the Kaolin is there it doesn't mean just go for it.
ADN have been moving through the process which led them to getting a mining licence and have to now get the secondary approvals.
Digging it up and selling it is less value adding and causes unnecessary trucking movement which will be a blessing if diesel prices continue upwards, Im sure the locals would be happy with this too.
