This is just what I think from the Chinese tour......... they were looking at the Lucky Bay facility which is a brand new development. There are a few things with this
a) Its not finished
b) It is specifically designed to export ag products (Grain) and import fertiliser. I have no idea if this presents an issue.
c) There was no definative "This is the port we will use" it was just the rocks they happened to kick on that trip.
