without knowing the reasons why (and maybe there are very legitimate reasons) they could have submitted the PEPR application a lot sooner. I’m not going to judge them harshly on that, as I said there may have been some very good reasons for the delay, eg getting sufficient groundwater data etc. But it is frustrating waiting.
