I hate to burst your bubble.
All govts, especially Labour, are masters at announcing pie in the sky programs with lots of dollars attached.
Northern Australian Investment Funds (NAIF) comes to mind with qualifying criteria so onerous that hardly anyone got funding.
IMO announcements of funding and the actual implementation of money being spent are typical poles apart.
e.g. Lots of announcements are just the govts testing the water to see if there is public support, or to be seen to be doing the right thing or as a deflection from where they are really spending money.
