I agree with just about everything you've said there.
With regard to the CC pilot plant, I suspect the three stooges (RG, AS and NH) pushed that along because it served the narrative and fuelled their pump. They knew they'd never be around long enough to see it flop. So not really a failure of Wilkes and others, though they must have surely known long ago that it wasn't feasible, and were therefore weak in not publicly scrapping it.
