Sorry put in the general thread, here is the response.
Figures are off the website. Standard old power station fly ash. I think the reduction comes from the fact that by using fly ash and replacing other greenhouse gas emitting materials you reduce emissions from not using those materials. Power station still pumps out greenhouse gases just the byproduct of the process gets used. Creative carbon accounting.
