The scenario may be that Traxys wants something closed off at their end before an offer of debt can be made to us. So mgt are totally hands tied. Love to do what you want - can't do what you want under any circumstances.
Been in that situation when negotiating with a big red kangaroo transport type company. We had all the announcements and IT prep done. But they had some internal things to go before an offer was made to us. Nothing we could offer could possibly change things. We got there, but a little later than we all expected.
